The Safety Officer can add Users, Groups, assign User Roles and manage physical Locations in the system. This user adds all chemicals to the chemicalsubstance register. This user also manages Incidents.
In a small organization there might only be the Safety Officer and the Non Technical Users (also known as the end user or the employees who will carry out the procedure). In this case the Safety Officer will take on the roles of the Technical User and Assessor.
In a large organization, these additional roles are often different people.
